Distance Education Council (DEC) is one of the authorities of Indra Gandhi National Open University. DEC was formed to promote open universities and distance education system in India. Distance education council also responsible for coordination of the open university and distance education system and for determination of its standards in India.
Distance Education Council also provide technical and financial support to the Open and Distance Education Institutes in the country. DEC was formed in the year 1985 and having it's headquarter in Maidan Garhi New Delhi. The council has its affiliation with Department of Higher Education & Ministry of Human Resource Development. As present Dr. M.Aslam is a chairperson of DEC.
It always try to find out areas where distance education is required & take such steps as are necessary to ensure the coordinated development of the open university/distance education system in the country.

Who Need An Approval From Distance Education Council?
An approval is required before an university or institution start offering distance education courses in India. Following are the institutions that need approval.The types of institutions that offer or intend to offer education through distance mode and need approval from the Distance Education Council are as follows:
- State Open Universities
- DEIs in conventional universities established by an Act of Parliament or State Legislature/Deemed to be universities declared by the Central Government under Section 3 of the University Grants Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament
- Other ODL institutions registered as societies/trusts and or privately provided managed institutions/colleges which are affiliated to a university for award of degrees.
